What is ELCAS?
ELCAS (Enhanced Learning Credits Scheme) promotes lifelong learning amongst members of the Armed Forces. The scheme provides financial support in each of a maximum of three separate financial years for higher level learning of a nationally recognised qualification at Level 3 or above.
What is available?
Through ELCAS, you can claim up to £2000 funding per claim instalment. You are entitled to make three claims in total - ELCAS allows you to make one claim per financial year.

Am I eligible?
Serving Personnel
Before being eligible to make an ELC claim, individual scheme members must have completed not less than 6 years eligible service (lower tier). The lower tier funding is up to £1000 per claim instalment.
If you have served over 8 years eligible service (higher tier), you may claim up to £2000 per instalment.
Service Leaver
Before being eligible to make an ELC claim, you must submit a claim to your Single Service Representative. Once eligible, you may submit a claim up to 5 years after you leave the service.
The tiers available to you are the same as Serving Personnel.
How to apply
Serving Personnel
The following information must be submitted to your Education Staff a minimum of 25 working days prior to your course start date/registration date:
- Fully completed claim form (via your online portal unless agreed otherwise)
- Full information about the course that you wish to undertake and details of your registration date (where applicable)
- On receipt of your Claim Authorisation Note (CAN), you must present it to your chosen Learning Provider before the course is due to start

Service Leaver
The followind information must be submitted with your claim to your Single Service Representative a minimum of 25 working days prior to your course start date/registration date:
- Fully completed claim form
- Evidence of your last day of Service
- A copy of a utility bill showing your home address
- Full information about the course that you wish to undertake and details of your registration date (where applicable)
- Completion and submission of curse evaluation form for all previous ELC funded courses via the Member's Area (on ELCAS website)
