Flexible Skills Programme (FSP)

What is the Flexible Skills Programme?

The Flexible Skills Programme (FSP) is a training grant through the Welsh Government to help employers with financial support towards upskilling their staff.

Through FSP, employers can claim back 50% of total eligible costs. To access FSP and claim this contribution, there is an application process employers will need to follow.

FSP can support upskilling or reskilling in the following sectors:

  • Advanced Digital
  • Creative
  • Export
  • Engineering and Manufacturing
  • Forestry and Timber Supply Chain
  • Net Zero
  • Tourism and Hospitality

Who can access FSP?

To access FSP, employers must:

  • Be based in Wales
  • Be solvent
  • Commit to releasing staff for the training by the end of March 2026

Funding awards are discretionary and the final decision on eligibility rests with the Welsh Government.

If you are interested in accessing FSP, please speak with your local Employer Engagement Officer to find discuss eligible training.

How do I apply?

If you meet the eligibility criteria and are interested in accessing FSP, you will need to complete an expression of interest form which will be reviewed by the skills investment panel in the Welsh Government and a decision made within 10 working days. A grant award letter will then be issued to successful applicants.

To allow you to complete your expression of interest, please speak with your local Employer Engagement Officer first to learn what courses are available that will best support your business.

The Flexible Skills Programme is a training grant through the Welsh Government. Applications must be approved prior to your course booking being finalised, and training must be completed before the end of March 2026. Funding is paid on completion of approved course(s) – supporting documentation will be required to support a claim (examples of documentation will be explained within your approval letter). Please speak with your local Employer Engagement Officer to discuss eligible training courses.
